Metro is seeking to hire a Director of Labor Relations, Operations and Administration to support the Vice President of Labor Relations. This person will help direct, lead and supervise the Labor Relations staff in performing their day to day responsibilities to a large multi-layered transportation authority. The right individual must be able to successfully multi-task several projects including establishing and supporting the Departments embedded service strategy, meeting key performance indicators, overseeing the use of and analyzing reports from various supportive data bases used in processing and managing grievances and arbitration processes and results. Minimum Qualifications Education
- A Bachelor's degree in Business Administration, Business Management Communications or a related field
- Ten (10) years of experience managing multiple departments in a highly complex unionized employer setting. Experience defining and assessing management needs and project management. Also, must include experience leading projects and teams. An exceptionally high level of communication and business administration skills are required
- A Master's degree in Communications or a related field

The Director, Labor Relations Operations and Administration manages and coordinates the strategy, functions, and operations for the Labor Relations section, the Labor Arbitration section and the administrative support staff in the Office of Labor Relations. The incumbent is responsible for administrative process, technology, operations efficiencies and improvement along with continuous improvement reengineering and for transforming the Labor Department. The Director, Labor Relations Operations and Administration further creates, manages and maintains communication change programs for Labor Relations working with Unions, Managers, and Employees. The incumbent establishes manages and coordinates the progress reporting process and procedures for both the Labor Relations staff and labor arbitrations. Essential Functions
- Directs, plans and manages the workload and staff in Labor Relations section and the Labor Relations Arbitration section and administrative staff. Directs change management programs for improvement Authority wide in Operating and Administrative departments with represented employees. Creates and maintains culture of partnership with managers and union leaders. Reinforces actions and programs that preemptively intervene early in situations, negotiations and arbitrations to place the Authority in best possible position for a positive outcome. Identifies all key constituencies for each specific issue and project and ensures their engagement and cooperation.
- Creates administrative processes and maintains interactive reporting and tracking procedures that leverage data mining to identify root causes and trends in grievance products, arbitration subjects and decisions. Establishes and maintains metrics and measurements for success.
- Designs and implements communication programs and provides leadership and manages communication and training initiatives. Builds and reinforces staff's change management skills. Develops standard staff responsibilities, and time frames for change management planning. Evaluates staff effectiveness in implementation of new contracts and arbitration decisions. Assesses the department's business needs and skills gaps then determines the priorities to most effectively implement labor change projects and collaborative engagement.
- Develops, introduces, implements and manages technology programs for the department customer support. Continually introduces new technology and best practice innovations to Labor Relations staff roles. Develops and maintains best training methods and programs for team education and technology systems training. Collaborates with Human Resources Talent Management (HRTA) and the Information Technology Department for support.
- Works closely with the Chief Labor Officer to translate and execute the labor strategy into day to day actions for Labor Relations support staff and customer departments. Works independently with the senior management team to identify critical organizational risk. Assigns labor relations resources and personnel to correct or resolve risk. Leads the planning and coordination of major initiatives to improve safety, customer service and conflict resolution.
- Designs implements and manages Labor Relations' communication strategy. Designs strategic communication initiatives and identifies Labor Relations' staff role in all communication efforts. Develops and facilitates Labor Relations education and communications media and vehicles for all audiences including Senior Management levels, Department Manager level, and union leadership levels.
- Assesses and provides continuous improvement for department's administrative process and functions.

- Coordinates with Procurement for the contracted training and services.
- Coordinates, defines requirements and implements IT capital funded information technology systems. Tracks and reports on project progress.
- Plans and maintains the Labor Relations Business Process and Technology Strategy Plan/Report
